Abstract

The intention of the present article is to demonstrate
that there is sufficient evidence to indicate that the
state of Guerrero’s level of development is due to
the maturity of its institutions, the quality of its
citizenship, culture and commitment to democracy
by the political class; How could you explain that,
being a state with enormous wealth in natural
resources, its population lives in conditions of
poverty and the state in the last places in
development? For us, the Guerrero’s most visible
problems are insecurity, violence, impunity,
corruption, authority distrust, nullity of justice
application and large areas controlled by organized
crime. This undoubtedly expresses the condition of
a failed state. Hence the importance of promoting
development by harmonizing the enormous natural
resources with the population’s culture, public
policies, the construction of new institutions and the
arrival of a new political class.
