Gobierno y políticas hacia el campo: El CECAFE y fortalecimiento del liderazgo productivo.

The purpose of this paper is to analyze the current
natural, social and economic problems of the coffee
sector in the state of Guerrero; with this, the public
institutions in charge of the design and
implementation of the policies and their productive,
social and ecological impact; in particular, the work
carried out by the State Coffee Council (CECAFÉ)
as an institution that operates rural policies and
strengthening community leadership as the main
social and productive impact. The conceptual
framework of the work is based on the situation
prevailing in the coffee sector as a result of the
dynamics produced in the different environments in
which they live, such as natural, economic-social
and cultural. Therefore, the main problems are
mentioned: 1). Incipient organization of the coffee
sector, 2). Low yields in production, 3).
Unprofitable and overexploited productive system
and 4). Poverty.
Two cases of communities that are producing with
innovative technological strategies in the Costa
Grande region are presented, which have enabled
the identification of two categories of leadership:
community political leadership and innovative
productive leadership. The method of study is a
community-based approach under the in situ
research scheme.
